Ending homelessness begins with one essential foundation: a home.

Our work is grounded in the internationally recognized Housing First model, an evidence‑based approach that prioritizes providing people experiencing homelessness with immediate access to permanent, secure housing — without preconditions or barriers. This model has been shown across Canada and internationally to dramatically improve housing stability, well‑being, and long‑term outcomes.

 

What Is Housing First?

 

Housing First is a rights‑based, client‑centred approach that recognizes that people are better able to rebuild their lives once they are safely housed. Unlike traditional “treatment‑first” or “housing‑readiness” models, Housing First does not require sobriety, mental health treatment, program participation, or compliance as prerequisites for housing. Instead, individuals and families are offered immediate access to permanent housing, followed by optional, flexible supports tailored to their needs. 

Research shows that when people are housed first, they experience greater housing stability, improved health and community functioning, reduced interactions with emergency services, and better long‑term outcomes, even among individuals with high needs or chronic homelessness

 

Core Principles of Housing First

 

Immediate Access to Permanent Housing


People are moved into safe, secure, permanent homes as quickly as possible, with no expectations of “readiness” and no requirement to resolve mental health or substance‑use challenges before being housed.


Consumer Choice and Self‑Determination


Clients choose their housing location where feasible and direct the types of supports they want to receive. Choice has been shown to improve housing retention and personal well‑being.


Separation of Housing and Services


Services — such as case management, mental health support, employment assistance, or community connections — are offered but not required to keep housing. The lease is a standard tenancy agreement, not contingent on treatment compliance.


Recovery Orientation


Housing First supports people to pursue recovery in their own way, on their own timeline. This may include improving health, reconnecting with community, engaging in employment, or rebuilding relationships. 


Harm Reduction


The model incorporates harm‑reduction principles to reduce negative health and social impacts associated with substance use, rather than requiring abstinence as a condition of housing.

 

Why Housing First Works

 

Housing First has one of the strongest evidence bases in the field of housing and homelessness interventions:

  • Randomized controlled trials in Canada and internationally show faster exits from homelessness, higher long‑term housing stability, and better quality‑of‑life outcomes compared to traditional models.
  • Individuals in Housing First programs are less likely to use costly emergency services, including shelters, hospitals, and police services — generating measurable social and economic benefits.
  • The model is effective for families, youth, adults, and people with complex mental health or substance‑use needs, making it adaptable across diverse communities.
